The veteran gap
Most veterans are not eligible for the park tickets or resort rates. Disney limits them to active duty, retirees and veterans rated 100% disabled who hold a DEERS ID card. Veterans with a VA health identification card alone do not qualify. They can still use the Disney+ offer through the Exchange, which includes honorably discharged veterans.
